VIRGINIA CITY HILLCLIMB ASSOCIATION
STATEMENT

The hillclimb is an automotive competition in which one car at a time negotiates a paved road or highway with an elevation change. Finishing position is based on the time required to complete the course. More than one car may be on course, but not more than three cars will be on course at one time. All cars shall be separated by an adequate amount of time and distance. The hill (SR341) shall be divided into three sections:

Turns 1, 2, 3, 4, 5, 6, 7
Course Workers 1, 2, 3, 4

SECTION TWO
Turns 8, 9, 10, 11, 12, 13, 14, 15
Course Workers 5, 6

SECTION THREE
Turns 15, 16, 17, 18, 19, 20
Course Workers 7, 8, 9, 10, 11

The return route is 5.5 miles long. The return route is State Route 342 and a state functioning highway. State Route 342 has two different speed limits, 25 MPH and 35 MPH. Please be aware of and abide by the speed limits, as they will be strictly enforced. At the present time all cars must be licensed and carry insurance. VCHA is negotiating with the Nevada Department of Transportation (NDOT) to allow non-street legal cars in the event. If NDOT allows non-street legal cars to compete such cars will not be allowed to use the return route. VCHA will establish a group of such cars and pilot all the cars back down the course to start the next run. Be advised all non-street legal cars will not be allowed on public roads or highways, except the prescribed course.

GENERAL RULES


COURSE SAFETY REGULATIONS

1. Communications are to be maintained along the course at all times.

2. Proper emergency safety vehicles must be present.

3. All appropriate direct access roads, gates, etc. to the course are to be equipped with a properly trained worker, communications and proper equipment.

4. Major communication and safety stations will be placed along the course.

5. All course workers must show proof of instruction or school, to include training on minimum equipment for each checkpoint and instructions for use.

6. Corner workers should be placed so race vehicles are not out of sight at anytime.

7. VCHA Safety Director/Steward will set minimum safety requirements and advise all members of the requirements. Non-compliance will result in revocation of event privileges.

8. If an entrant receives a speeding ticket on the highway used for the racecourse, prior to the event, and the event officials are properly notified, the entrant will be disqualified. (SR.341, Truck Route, 5.2 miles, max speed 35 MPH).

9. The Safety Steward will complete an accident report including photos of any major accident if possible. This is to be kept on file with VCHA.


PARTICIPANT AND VEHICLE REGULATIONS

1. Entries of more than one car per driver are not permitted.

2. The driver must be at least 18 years of age or older at the start of the event. It is recommended that the co-driver be at least 18 years of age or older. However, a co-driver younger than 18 years of age must be accompanied by a parent or legal guardian, must obtain a special waiver and must make prior arrangements with VCHA. It is highly recommended that a co-driver under 18 years of age have a parent or legal guardian as the driver. It should be noted that the parent or legal guardian has the responsibility to see that a co-driver younger than 18 years of age be outfitted with the proper safety equipment, especially in terms of the correct fit of safety helmet.

3. Entrants will wear long sleeve shirts and long pants. Nomex suits are highly recommended.

4. Shoes are required (sandals, flip-flops, or any open-toed shoes are not allowed). Race shoes are highly recommended.

5. Helmets must be Snell 90 or better.

6. VCHA requires pre-event drivers' school for all newcomers to the event. The school should familiarize drivers with any hazards and give them a basic knowledge of the course and procedures. All drivers should be encouraged to attend.

7. VCHA must take vigorous action to assure that all persons on the hill sign a release form. Parent or legal guardians must sign for minors.

8. All entrant cars must have shoulder harness or straps.

9. It is each driver/co-driver's responsibility to learn of each driver's meeting and attend (failure to attend these meetings may cause disqualification).

10. Recommendations

A. Arm and neck restraints.
B. An approved roll bar.
C. An approved race suit.
D. Approved race gloves.
E. Approved race shoes.
F. An approved 5 or 6 point harness.
G. Fire extinguisher BC rated 2.5lbs or higher.






CAR CLASSIFICATION AND PREPARATION

1. Current Sports Car Club of America (SCCA) GCR classes will be used for anything on race tires and Improved Touring. SCCA Solo II classes will be used for Stock, Street Prepared, and Prepared. There will be an Open Class for men and a Ladies' Class for women. Women have the option of running in the open class.

2. Open Street Prepared is a class for cars that are prepared beyond Street Prepared but not competitive in Super Production.

A. Must have both front seats.
B. Door panels required, need not be stock.
C. Glass windshield required.
D. Over 2.5 liters are OSPO, less than 2.5 liter is OSPU.
E. Forced induction and rotaries doubles displacement equivalency.
F. Must run on DOT approved tires.
G. Capable of being licensed.
H. All modifications must be safe.

3. Super Production is a class for production based cars with modifications not allowed in Production, GT, and IT classes.

A. No minimum weight.
B. Engines must be in the same general location as original vehicle manufacturer.
C. Turbochargers and superchargers added to production based cars would automatically place the car in SPO.
D. Less than 2.5 liters is SPU, over 2.5 liters is SPO.
E. No wings allowed.
F. Must have all bodywork in place. A one-race exception will be granted for previous wreck damage.
G. Must be a production-based vehicle. Tube chassis cars are legal, but the bodywork must be recognizable as the model that it is intended to represent.
H. All modifications must be safe.

4. All cars must have numbers and letters on the passenger side. Both must be of uniform color and in contrast to the color of the car. All letters and numbers must be on body panels, not on windows. For cars entered in a Ladies' class the letter "L" shall follow the class letters.

5. Nitrous Oxide will not be allowed in any car.

6. All vehicles at the hill climb site, including course workers' vehicles, must have spark arrester type mufflers.

7. No fuel may be carried in the vehicle in any container other than the gas tank or fuel cell.


TECHNICAL SAFETY INSPECTION

The purpose of the Technical Safety Inspection is to insure compliance with the Rules, Requirements and Specifications. Each Driver is responsible for the safety and race worthiness of his/her vehicle. No equipment shall be assumed "approved" because it went through inspection unobserved, or because this rulebook does not specifically exclude it. All vehicles must be maintained in a safe condition at all times. Passing inspection does not relieve the Driver of any liability. It is the Driver's responsibility to insure the safety of his/her vehicle. The decision of the organizers in their interpretation and enforcement is final.

1. You must come to Technical Inspection with your vehicle 100% ready to race including, but not limited to the following:

A. All clothing and personal safety equipment required for both Driver and Co-Driver.
B. The vehicle must be free and empty of all loose items not required in the race.
C. All camera mounts with cameras installed.

2. Any vehicle not passing inspection will have to repair the deficiency or make necessary repairs prior to running in the event.
3. No modifications are permitted after the final inspection unless requested by VCHA.
4. At the discretion of the Race Director, or his/her appointed officials, vehicles which do not meet minimum technical inspection standards in a particular Class may be transferred to the appropriate Class to which they qualify.
5. Any vehicle not in compliance with the Rules, Requirements, and Specifications will not be allowed to race.
